今回はbe 動詞の否定文（～ではない）と疑問文（～ですか）についてです。
否定文
be 動詞の後ろに not をおくと否定文になります。
肯定文 I am a teacher.
否定文 I am not a teacher.
肯定文 There is a cat under the table.
否定文 There is not a cat under the table.
短縮形
特に口語では以下のような短縮形が使われます。
I am not → I'm not (×I amn't)
Tom is not → Tom isn't
You are not → You aren't

be 動詞を主語の前におくと（be動詞と主語の位置を入れ替えると）疑問文になります。

否定文 Is Tom a teacher?
There is/are ～. の文は、be動詞をthereの前におくと疑問文になります。
肯定文 There is a cat under the table.
否定文 Is there a cat under the table?
